About the Project Title of the Project: Life-Long Learning Framework for Medical University Teaching Staff Project reference N0: 159328-TEMPUS-1-2009-1-FR-TEMPUS-SMHES Project duration: 3 years The objective of the Project proposed is to develop and introduce life-long learning framework for medical university teaching staff according to European Standards by September 2012 to facilitate of integration of Russian higher medical education to Bologna process. The main objective is supposed to be achieved through implementation of several activities: 1. Development of qualification requirements for medical university teaching staff. 2. Updating of curriculum for medical university teaching staff training according to the international standards. 3. Presentation and implementation of assessment tools and quality assurance. 4. Establishment of Interactive Resource Center MedEd. 5. Dissemination. 6. Sustainability. 7. Quality control and monitoring. 8. Management of the Project. Summary of the main features of the Project: The project was designed in order to contribute to integration of Russian medical universities to Bologna process through improvement of situation with teaching staff training. National strategy for medical education development sets specific requirements for university teaching staff competence and skills, especially in the fields of teaching methodology, IT, communication and education management. While medical education moves towards Bologna process agreements high-qualified teachign staff with knowledge of European educational standard and strong personal competence is highly claimed both for academic tasks in the niversities and administrative tasks and expertise in governmental structures. Major problems were stated as the following: -unidentified qualification requirements for medical university teaching staff, -unsufficient methodology for teaching staff training, -inadequate qualification assessment and quality assurance tools that should've ensured compatability and comparability of teaching staff training, -diversity of organisational form of training and retrainig -poor availability of up-to-date educational resources for teaching staff continuing education. The consortium of Russian and European universities was established in order to develop life-long-learning framework for medical university teaching staff. Project undermines development of qualification requirements with basic attention points for clinical teaching staff, corresponding teaching staff training curriculum, quality assurance and qualification assessment tools and dissemination/implementation networking scheme. Framework approach provides flexibility and comparability of informational content to be built in to meet requirements of rapidly changing scientific and educational environment in clinical medicine. Life-long-learning values though respect equal access for up-to-date information for younger and senior teaching staff as well as mechanisms of informal and formal education evaluation on university level. Involvement of Ministry of Healthcare and Social Development officials as experts in working groups facilitates standards development according to national legislative standards while active participation of European consortium members ensures harmonisation to international standards. The important feature of project developmental strategy is active target group (medical university teaching staff) involvement in scheduled activities. Thus project outputs will also meet requirements of identified target auditory. Official approvement of qualification requirements, teaching staff training curriculum, qualification assessment tools by Ministry of Healthcare and Social Development sets up effective dissemination strategy through issuing of methodological recommendations for Russian medical universities. Governmental support facilitates recognition of project outputs and effective dissemination that also contributes to project sustainability. Important part of project objectives implemenation is establishment of Interactive Resource Center MedEd which serves as communication and networking tool as well as sufficient information resource for dissemination of project outputs. Dissemination and sustainability of the project are also acquired by establishing of Association of Medical Pedagogy that unites interested instituitions and possible target groups for outputs dissemination, conducting the final conference as well as by introducation of developed standards and curriculum implementation to continue training activities upon completion of the project. Therefore, the results of the project will have influence not only on teaching staff training and education assessment in Partner medical univerisites, but on overall on education activities of other medical universities and medical clinical institutions in Russia in the process of integration to Bologna process. |
